ECR countries list: where Indian nurses need emigration clearance
India's eMigrate portal names 18 Emigration Check Required (ECR) countries, and an Indian nurse needs emigration clearance to work in any of them, whatever the passport says.

What it means for you
- My passport says ECNR. Do I still need clearance as a nurse?
- Yes: since 31 May 2015 Indian nurses need emigration clearance (eMigrate) for employment in the 18 ECR countries, whatever their passport endorsement.
- Who may recruit me for a nursing job in these countries?
- Recruitment of nurses for overseas employment is restricted to state-run recruiting agencies (MEA names NORKA Roots and ODEPC in Kerala and the Overseas Manpower Corporation in Tamil Nadu; the current list of authorised agencies is to be verified).
- Is clearance issued for every ECR country?
- No: emigration clearance is currently not issued for Libya and Yemen.
